To all of you who either can't run Legacy using the UAC setting as Microsoft recommends or are anticipating installing Windows 7 and run into trouble because you can't get it installed, you can do as I just did and set Legacy to run under the last version of Windows that Legacy would run under and set Legacy to run on it; it's a compatibility problem. It's easy to do; find the instructions on Microsoft's Windows 7 site. That way Legacy runs and the UAC security feature is turned on as Microsoft recommends.
