Millennia, Please invest in list mail software that you can choose the option to either strip the HTML from the email or you can block the email so that it never reaches your mailing list. I appreciate that you don't want to do anything to upset your users, but you are upsetting those of us that care about the corruption/viruses/bugs that can be hiding in HTML mail. You are also upsetting your user's who connect to the internet with slow speeds or have older computers.
The Legacy list is the only list that I subscribe to where the list administrators don't give a darn about the safety of their subscribers. Sherry can remind people not to send in HTML until she is blue in the face and many of the subscribers refuse to listen. Either they don't know how to turn off HTML (they should either seek assistance off list) or they don't care about anyone but themselves and therefore should be banned from the list. Please, don't tell us the software you invested in can't block HTML. If that is the case, then please invest in a package that can strip or block HTML. This situation has gotten totally out of hand on this list.
