I tend to split them purposely. Helps me keep everything straight paper-wise.

If the scan is of a paper supporting facts, I prefer to put it with
sources. This would be birth certificate, marriage certificate, war,
obituaries, death certificate, printed media articles, court documents.

If the scan is of an ancestor accomplishing something (winning a
contest, photos of the ancestor)s, fishing, hunting, h.s. graduation,
college graduation, transcripted stories of ancestor's
accomplishments, photos of an ancestors hobbies, and that sort of
thing, I tend to view it as something "accomplished," something done,
an "event he participated in.

Therefore, I assign my scans according to whichever category it tends
to fit in above.
