No, that's where Legacy wants to find the files - in the same folder as where it is installed. It's a historical thing and a hangover from a lazy programming convention. Vista and Win/7 now take the approach that having any program being able to change any file within the \Program Files folder is a Very Bad Thing! Basically, Microsoft are requiring software developers to be more careful about where they keep configuration files for their programs. Since Legacy can't, apparently, be changed to keep its' configuration files elsewhere than where it's installed, then the solution is C:\Legacy. Alternatively, if you have another hard drive (logical or physical) then you could install into somewhere like D:\Program Files\Legacy.
