Kirstin,

1) Use Windows Explorer to browse to your *C:\Program Files\Legacy* folder.
2) Find the *Legacy.exe* file and right-click on it.
3) Select and click on *Properties*.
4) On the Compatibility Tab, you will see the *Privilege Level* panel.
5) Place a check mark next to "*Run this program as administrator*."

6) If this does not solve your problem, repeat steps 1 through 5
7) On the *Compatibility Mode* panel, place a check mark next to
     "Run this program in compatibility mode for" and
8) Select *Windows XP (Service Pack 3)*.

Some programs have difficulty writing to the registry because of the
permission level required in Windows 7.  One you have performed the
above steps, you will probably be able to repeat the steps and UNCHECK,
at least, the "Run this program in compatibly mode for Windows XP
(Service Pack 3)."  I have left my LEGACY.EXE properties setting as
_checked_ to "Run this program as administrator" and have not had any
difficulties.

There is also a free program named UNLOCKER that is available in 32- and
64-bit version.  (Google for it.)  The program will enable you to open,
delete, rename, or move a file that is locked by any process.  Just use
it with care as you can also delete necessary system files.  You should
be able to run UNLOCKER on the GeoCountryCodes.txt and
GeoCountyCodes.txt files to release the controlling process, thus
allowing editing.

Such is Windows 7....
