You can just ignore it, can't you? When the verifier comes up, click "OK" and move on. A little annoying that you'll get the pop-up every time you enter Norfolk County, but it doesn't stop you from entering the county in your file. Tell me if I'm misunderstanding your concern.
BTW, you should submit a customer service ticket so Legacy can add this to their "to be fixed" list.
