Siblings have to have at least one parent to link them together. What I do when I don't know the name of either parent is create a "holder" person, either the mother or father, and give them a first name such as [[Jane Blow's father]]. Using the privacy brackets (that's [[ and ]] either side of what you want made private) means that I can exclude the "holder" name in reports if I wish, but it's still clear at a glance who is meant. When the day comes that you find a proper name, it's easily replaced.
