What I have are 2 separate bugs.  Each has been reported separately to Legacy 
online.

1.  I am unable to show the list of To-Do items using a particular Locality 
that is clearly being used (message says "No records").

2.  When attempting to delete this same Locality, the message pertaining to 
"Category in use" instead of "Locality in use" is displayed.

Getting a window with Category in the title when you are attempting to
delete a Location does not make sense. Can you list each step in detail
so we can attempt to duplicate the problem?
