I think you have it there, Dennis.

I tried this - got the + sign for *all* children when I had selected All
Individuals and only for those where you'd expect it when I Selected
Individuals with children (Standard Format).

I couldn't think, at first, why the OP's report was showing this
behaviour as mine wasn't.
