I think the GEO region is properly installed [nb. Sherry points out that Mapping and Geo are separate.]
The "Buenos Aires, , Distrito Federal, Argentina", shows up in the <Geo Location Database> and has Latitude S343515 Longitude: W0584021. This is slightly different from the geo-code (V) through Bing Maps which gives (S343632.295 W0582219.744), but both are close enough for me. The S/W location is beautifully shown and push-pinned in the <Master Location List>, it is just that locations in that 1/4 of the World are ignored by the [View | Map My Family]. As Sherry notes this is a known bug (since at least 7.0.109).
