<<I am not getting a merge screen????>> The merge screen is not automatic. The program has no way of knowing what you want to do with the drag and drop, so you have to tell it. If you only drop one individual, that will probably be a child or other relation of those in the file, but not in the file. (At least that is the way I would think.)
So you have to tell Legacy what you want it to do. Linking is not the same as merging - a spouse or child of a person in the file would be linked, unless you included that linked individual in the drag and drop. Personally, I would not drag an unlinked individual if I had a choice. I much prefer to include at least one person in the drag who is already in the other file.
