Unfortunately, not all of the personal settings are to be found in the Legacy .usr files.
Also important to transfer are the Color Schemes, the .sco files, and the userdic-us.tlx files (or whatever language dictionary file you have). I spent countless hours and uttered many sailor-blush words before I realized the .usr files are NOT all you need!
