Unfortunately, not all of the personal settings are to be found in the Legacy 
.usr files.

Also important to transfer are the Color Schemes, the .sco files, and the 
userdic-us.tlx files (or whatever language dictionary file you have).

I spent countless hours and uttered many sailor-blush words before I realized 
the .usr files are NOT all you need!

  Most of your customized settings are stored in the Legacy.usr file in
  the Legacy program folder. That file has all the settings from the
  Options > Customize screens. Copy that file from one computer to another
  and you should have most of your settings.
