The .trn files are only used by the chart style reports, those where you have an option to change the language of the report when you create it. For narrative reports amending the .trn will have no effect.
Setting the language in Legacy in options > customize only allows those languages which are contained in the legacy7alt.lng file which is installed when you are using one of the international versions of Legacy.
