I may be wrong about this, but to me "leading commas" means commas at
the START of a location, such as ",,New Jersey, USA" or ", Passaic, New
Jersey, USA" so I would not expect either of the options above to remove
commas which indicate that a later element is missing, such as
"Clifton,, New Jersey, USA."
