Seems to me that the quickest way to solve this problem in to move all your 
photos into the exact same folder structure as your old computer. Legacy 
doesn't care if it is a new computer, it only cares about the path it has 
recorded to find the photo.

After moving to a new computer and from Windows XP to Windows 7 I have lost
the link to all my pictures.

The search function within Legacy can't find the missing files but they are
all there just under a new location due to the Windows 7 new file system.

Is there any way to get Legacy to search "ALL" file locations?

I have thousands of lost pictures and manually attaching them will take
weeks.

I have searched the archives and haven't found a work-a-round for this
problem.
