I think I know what he means.

When I first downloaded legacy I was also on dialup - it took me three
nights to find a dialup connection stable enough to get through the
download - and several hours to download it. You have to be dedicated to
genealogy at times.

It is a problem with most programs anymore but for many, dialup is
almost the only option unless they are independently wealthy. It took a
move to a different city before I finally got decent internet access.

I dreaded anything that said download it via the internet because I knew
what it meant.
