Aha! The picture icon on the location master list window is replaced by the picture itself once you add a picture to the location. Since I was only looking at the location to which I had already added a picture, I couldn't find the icon! I guess that means I can add only one picture to a location. (Probably doesn't print anywhere anyway, so I will not spend any more time on this.)
