The prepositions file is just a list of prepositions that are to be ignored when sorting locations in the Master Location List. As a matter of fact, there was a bug (don't know if it was ever fixed) involving these prepositions ... if you included a Location Index in a book or report, a location like "probably Cuyahoga Co., Ohio" appeared in the index under the letter 'P' instead of 'C'.
