John, I'm sure others here will gasp, but I haven't used the repository in forever. It's probably because my main sources are US censuses and various state birth/marriage/death agencies. As you stated, the names and locations of these state (county, too) agencies do change over time, so I just use the current one... what it was named when I obtained the information. It may have a different name and be accessed using a different technology in the future, but there will still be an Illinois Vital Records agency... a US Census Bureau.
