John, I'm sure others here will gasp, but I haven't used the repository in
forever.  It's probably because my main sources are US censuses and various
state birth/marriage/death agencies.  As you stated, the names and locations of
these state (county, too) agencies do change over time, so I just use the
current one... what it was named when I obtained the information.  It may have a
different name and be accessed using a different technology in the future, but
there will still be an Illinois Vital Records agency... a US Census Bureau.

Would you enter the location (mail address, phone number, etc.)  of the
Agency that held the record at the time of the event,
which may be many years in the past, or would you use the current
address, etc.
Also over the years, the names of these agencies can change.

It seems to me that one reason for citing your sources is so that other
researchers
can verify your information.
