Dennis,
Correct on both counts.  I assumed that if you removed the "All Spouses" option 
by just selecting the immediate spouse of the Ancestor, that all descendant 
spouses would be dropped - wrong assumption.  I guess that just includes the 
immediate spouse as well.
I guess you could achieve this with an access module by in 4 stages
1)  Clear 2 tag numbers for use as follows...
2)  Tag everyone as I suggested in the Focus group.
3)  Using MSAcees code, run through each person to see whether either of their 
parents has this tag, if not, tag them with a different tag number.
4) back to Legacy and a normal search that contains the first tag but not the 
second.

Assuming you are talking about setting up a Focus Group, I think that still 
gives me all the spouses of descendants.
