Yes, you have summed it up right. Family Search and some of the OEMs of software are using the term “General Public”, but it is being released to very few non members of the LDS church. I signed up to be a early indexer, but was not given any access. So I have been waiting for a LONG time.
I think it just may be a big waste of time, if one is not doing any of the “Church” related record tracking.
