Locations should always be entered as they were at the time of the event. You can add notes about changes in notes for the location in the Master Location List or in the notes for the event Location Notes can be included in the Location Index in a report.
I's always interesting to read of how much a town has "moved" around. In the US we just see county or state boundaries change around a town not whole countries, thankfully!
