Actually all you have to do in Family view is right click on the person and then pick the menu item Add>brother or sister Russ

Siblings without parents can be entered as such :-) Select the Family tab and have the first child as either the husband or wife. Now, double-click on the father or mother above the child. You'll get blank parents with the child now in the children section at the bottom.
