I'm with Mike on this one. Calling them tag lines is just an excuse from Juno. 
It's still spam.

Juno is charging me to talk to tech support; even though I did not cause the 
problem I'm having.  There are other, better free email programs.

Juno provides free email accounts as well as paid accounts.  In order to 
generate revenue from the free accounts they sell ad space in the form of tag 
lines.  The tag lines may not be information that you or I are interested in, 
but they are not spam.
