I just registered, for the very first time, and had no problem. 
https://help.familysearch.org/publishing/859/112926_f.SAL_Public.html  "about 
halfway down there is a 'Click Here to open the registration page'  When you go 
to that screen" They send you an email with an activation link.  You click on 
that, and you are registered.
