The new census tool does work well. I did my on search on a file that contained about 1000 people for the 1940 census using detailed search and tagged the people in the list. I also ran the census tool and tagged that list with a different tag. I compared the two lists and found no people the census tool had tagged that were not tagged in my list. I then checked to see if I had tagged people that the census did not tag and found 127 people. All of the 127 were people that had on BMD data and no helpful event data that the census tool could use. In my detailed search I had included people with no BMD.
