Yup. You can simply use the windows shortcuts for special characters. For example, if you hold down the ALT button and type 0246 using the NUMBERS PAD on the right side of the keyboard, you will get a small case o with umlauts. (I can't type it in here because I am using plain text). I have them all memorized since I speak German and use it a lot. There is also a Legacy way to do it. If you bring up the individual screen, on the left side you will see a vertical bar under the clipboard symbols that holds special characters which you can customize. Left click on the bar and then you can add up to 8 special characters from the Windows character map. Touse a special character all you have to do is click it and it will insert it into your text.
