There's no way to globally set the size of windows.

As you probably know (and for those who don't), they can be stretched
to size readily by moving the mouse pointer to the corner of a window
until it becomes a double arrow - then left click and drag.

The windows should stay at the same size it was when you close the
program.  If that's not happening, with Legacy closed, go to the
c:\Legacy folder and delete the Legacy2.USR file.  It will be
recreated when you go back into Legacy and the windows should retain
their size from session to session.
