I found out why my combining work wasn't "sticking." I changed hard drives two days ago and didn't manage to move my legacy file to the new hard drive. I don't know why that happened but somehow it seemed like the new information was only in the backup file and Legacy kept loading the old file.
Maybe there was an easier way, but I ended up restoring my latest backup under a slightly new name and now the locations I merged today are "sticking." It does change the individual locations without having to go in and edit each one. But since it was always starting with the older file, they hadn't been changed. Yesterday's work wasted, but I'm glad I figured it out in time to keep today's work. User error.
