Marg, Do your clean up of the locations using the Master Location List. Changes you make there will propagate to everyone who uses the changed location. If you do it at the person level you are actually creating a new Master Location entry.
Go to View > Master Lists > Location You can combine multiple variations of locations at one time by selecting all the "bad" versions Using CTRL click on each one then combine them with the "correct" version all at once.
