Shirley, I think you are probably right about the reason for the absence of atDNA results.
To be honest I have spent quite a bit of time looking at results of these, and I am very dubious about the claims being made. The very small sections of DNA being compared make me wonder just how predictive this test really is. So I can readily understand why it's not an option in Legacy. I don't see any autosomal tests listed. The latter probably would not lend themselves to the format Legacy has established.
