I don't follow your reasoning there.  Any 2 documents of the same type
that have some commonality such as the area (state, county, city etc) or
jurisdiction where they were issued should have the same Master Source.

Anyway, you can't have Source Detail without first having a Master
Source to which to attach it.  There might be instances where you have
one document/one Master Source/no Source Detail.
