Ken, You seem to be adopting the correct procedure. You do not specify your other settings, although in this case it does not matter as I have tried the lot! I search in the Notes-Research field where I know that I have some carriage returns, but none were found.
Conclusion: Unless someone can make it work it's a bug and I suggest that you report it as such (Legacy Home tab - see the box bottom right.) I did not test the tab search/replace as I haven't got any, perhaps someone would like to test this?
