Perhaps related: After I 'Create Web Pages', the count shown on the 'Surname List' web page is always one less than the number of individuals shown on the 'pop-up' at the completion of the web page generation, also one less than shown when using the 'Help > About Legacy > General'.

Also, if I download the name list (the one that LFT claims has 15,274 names) to an Excel file, and count the rows, its 15,275. So, it seems odd that Legacy is subtracting 1 when doing the count.
