I have found what I was looking.

First I searched using the well known 'G' search engine in English using
        'create passport picture'

The result poor.

Then I did a search in German using first
        'passbild'
and then selected the suggested
        'passbild generator'

Here I found the www.passbild-generator.de/

It's a pitty as it's at the moment only available in German.

Wow that's what I was looking for.

I tested it with the picture I talked about.
A size of 70mm x 115mm with 10 individuals.

Using a Canon LiDE 50 with grey-scale and 1200dpi.
The result was 6.5MB file. To reduce the size I resanned it with only 150dpi.

I can open eg '.jpg' or '.tif' files up to a size of over 8MB.
I can move around to search the pearson I want panning using my mouse.
I can magnify just using the scroll wheel.

The result can be seen in the 'test_01_Passbild.jpg'.
I needed less than 60 seconds to get the result I wanted and am aware of the 
quality but better a picture with a low quality than none at all.
Using other tools the quality could be improved a little bit but missing 
information can't be added.

I will donate a small fee, over 20 EUR, and recieved the lisence for the 
Pro-Version and that's even better.
