It depends on which character set you are using. Some won't, some will.
I tend to use Western ISO 8559-1 which does render weird characters on
occasion, but if I change that to UTF-8, they render correctly.
This is from my headers:
Content-Type: text/plain; charset=UTF-8; format=flowed
Content-Transfer-Encoding: 8bit
Your headers are slightly different:
Content-Type: text/plain;
charset="utf-8"
Content-Transfer-Encoding: quoted-printable
Since you are using Outlook 12, you should be able to change the
character set (charset) and get rid of the "quoted-printable" to make
the mails render correctly. It may mean a bit of experimentation. I
don't use Miscrosoft at all, but I will ask a (wo)man who does :))
I use SeaMonkey and that allows me to change the charset on an
individual basis but I can also make the change apply to all mails
under the Preferences heading.
