It depends on the nature of the document and the way you have set up your Master Source. I have one Master Source for all Birth Certificates from a particular county Register Office. Each Birth Certificate scan is attached to the Source Detail. There was a biographical pamphlet published about my Great Grandfather. This has it's own Master Soure and the scan of the pamphlet is attached to the Master Source.
