There is no way to globally set events linked to a person as not private. You can however use the Search > Find > Detailed Search Tab to find Individuals with Event-marked Private. Once you have that list you can use the Events tab to edit the events for each person in the list. Unfortunately the Event tab itself does not contain the privacy setting for the event, you have to select each event and click edit to see if the event is private.
