Be careful.  Legacy will accept the same numbers for N and S, E and W.  If  you 
are converting from decimal, it knows, but does not if you are entering the DMS 
coordinates themselves.  Legacy seems to enter the last N or S, E or W setting 
you used.  I learned to always check that after some interesting mappings 
showed up!
