We need to know what report you want to use. All the reports in Legacy can be created as pdf files if you have the deluxe version. The scope of the reports in terms of the people included depend on the type of report. Generational reports only contain the ancestors or descendants of one person in your file at a time. The only report which goes both directions for the same person is the Bowtie Chart created by Legacy Charting.
Individual and FGS reports can be created for all the individuals or families in your file. If you want them each as a separate pdf file you will need to create them individually but if one pdf file containing all the people or families is acceptable you can use record selection to create them all at once.
