I have created an event called Electoral Rolls – because it suits my purposes since it provides residence and occupation. I regard the appearance of the person on the electoral rolls as an event / fact. The source is of course the electoral rolls. Off-hand my sentence reads something like “Joe Blow appeared on the date electoral roll as an occupation living at address.”

The information this database provides is name, sex, year, state, district and subdistrict. So I'm thinking of the resource as proof of residence, so I'd create a Residence Event as if I were using a City Directory (USA). Maybe creating an event named Voter Registration is more accurate.
