1. Pictures are not allowed when sources are cited as footnotes, they are allowed when the sources are at the end of the book or the chapters/sections (for reports divided into sections by generation for example). I noticed that the picture options are not always greyed out correctly when selecting the source locations so I will enter a problem report on that.
2. Pictures are not allowed in Notes because they are designed for text only. The note editor is a text editor not a word processor.
