the problem has been resolved and it is working as expected. On the Misc tab
(under Web Page Creation) you can enter custom HTML code that will be included
in the <HEAD> section on every page Legacy creates. Last option.

I have entered following: <LINK REL="stylesheet" TYPE="text/css"
HREF="http://www.rvader.nl/Vader/CSS/sumi1111.css";>

It is now includes the link to the CSS file. The problem was that I forgot to
tick this......
So Legacy can work with CSS files!
