Hint: Whenever you see something in Legacy that you want more info on, hover
your mouse pointer over it until the "TIP" pops up.
to enable them;
"Show Popup ToolTips

"Help is available on many features in Legacy as small popup help strings
called ToolHelp. When this feature is enabled, holding the cursor over a
button or other area on the screen for about a second, causes the help string
to display. You can set the amount of time to hold the cursor over the feature
before the help is shown.

"These options can be set from the Customize screen reached by choosing
Customize from the Options menu and then viewing the General tab."
