The tagging is only available for the currently displayed pairing. The
same person in the left column may be considered as a duplicate of many
others who are presented individually in the right column. You should
only tag a pair when you want to do something with that pair.

There is no option to tag all the potentials. Trying to tag every person
who is a possible duplicate for someone else will result in tags applied
where you may not know why a person was considered a possible duplicate
nor who they were a duplicate of.
