I have worked with the Surface RT and taught a class on it.
The Surface RT is an ARM based chip and it will NOT run normal Windows
programs.

The Surface RT Windows 8 machine has and runs Windows 8.  The normal
software running on Windows 7 should run just fine on the Surface Windows 8
tablet.  I am running Legacy on a normal desktop Windows 8 machine with no
problems.  I also run windows 8 on a MacBook Pro using Parallels with no
problems.  You will be fine with the Surface RT Windows 8 machine.  The new
version of Windows (v8.1) due out on October 17th should make Windows 8
easier to use and less transitioning from Windows 7.
