According to the Legacy web site under Help Center>User Groups>Forming a Group, you are in the right place. Perhaps there may be a more efficient way to form new user groups. It might be done with a roster of interested users by locality but privacy concerns may make that prohibitive. One thing that our family association has done is use Google Hangouts and our gathering is on the internet from various parts of the world. Google Hangouts allows for the session to be recorded so that it can be viewed later with YouTube so those who could not "attend" can still watch it at their leisure. Others may want to watch recorded sessions again or refer their friends to view them.
Note also that many user groups are listed. Learning from one another is how I have picked up many useful techniques.
