That sounds like you're doing a backup, not a "save as".  They're two
different options.

If you do a backup, you then need to "restore" the file (from the zip
file) to have it unpacked and able to be read and used.

If you do a "save as", you can save the .fdb file directly to the flash
drive (or somewhere else) and then move to another computer and open it
directly off the file on the flash drive.

Both have their advantages, so it's probably a matter of which you
prefer for yourself.
