A critical clue??? The OP is having the sources display as endnotes. Is it perhaps an issue that endnotes don’t adjust with, and size like, the rest of the report?

Does this happen no matter what type of output you are generating?  For example, the HTML output doesn't appear to use the font size parameter when I test that.  The PDF did use the font size setting.  It worked for the .BMP output, too.  I don't see an RTF option for the Individual Report.
