They do not sync.  I do all work in Legacy only.  As I find things on
Ancestry, I will save to the shoe box until I can update Legacy, only they
do I apply the 'hint' to my Ancestry tree.  If things get too far out of
sync, I'll delete my Ancestry tree and upload a new GEDCOM, which will
create a new tree on Ancestry (not update or overlay an existing one).  One
tip, when you import a GEDCOM from Ancestry into Legacy, it will move
references of the attached sources the File Id fields in Legacy.  When
legacy exports a GEDCOM (for upload to Ancestry) these File Id fields show
up in the GEDCOM as REFN tags.  If you edit (via notepad, wordpad, or your
favorite editor) to replace REFN with _APID, when you upload the file to
Ancestry their sources will be reattached in your new tree. (Ancestry
_APIDs are of the form 9999::999999999).  I have not found a way to
maintain images, stories, web links or other attachments between the two
systems.

I have some tools on my blog that I use to help me manage the REFN/_APIDs.
 I have an old comment on there letting me know that some of the utils have
stopped working (that happens as I have to try and keep up to date w/
Ancestry changes, and, well, life has been happening the last couple years
for me, so...)  I've not had a chance to investigate.  Still, you might
still find some helpful info.  Perhaps with winter coming on, I'll find
some time to get these tools updated.
